EU Takes Steps to Cut Internet and Text Roaming Charges
Those travelling abroad this summer should be able to save on data (internet) and text roaming charges. Many phone operators are advertising major cuts in roaming charges so it’s a good time to review current packages and do a comparison.
Last September the EU Telecom Commissioner placed caps on mobile phone roaming charges across the EU. The phone operators were then asked to voluntarily comply with a July 1 2008 deadline to cut the cost of data and text roaming charges across the EU. Further action may be taken to impose caps if it transpires that operators have not cut costs significantly.
Discussions are also taking place regarding the possibility of changing the billing system entirely so that customers pay to receive calls rather than make them. No surprise that the industry is not happy about the steps being take by the EU and there are hints that customers may end up having to pay more for their mobile phones in future if further caps are imposed.

Not to my knowledge but it is an option being considered. The’Receiving Party Pays’system (based on the U.S. system) is mentioned in the following European Commission press release:
